  • Albéric Mongrenier

    Executive Director

    Albéric serves as Executive Director of EIES, the European Initiative for Energy Security, where he develops and builds support for national and supra-national policies that drive energy and national security across the European continent. Albéric is an energy policy expert with over a dozen years of experience at the intersection of energy and security, previously as Director for Energy, Mobility and Climate at the Centre for Regulation in Europe, in advisory capacities, in energy markets analysis, and as an Editor in Europe, the Middle East and Central Asia.

    He holds a B.A. in Political Science and a Masters in International Security from Sciences Po's Paris School of International Affairs. A French national, he is a former auditor of France's Institut des hautes études de défense national (IHEDN).

  • Isabelle Dupraz

    Deputy Director

    Isabelle Dupraz is the Deputy Director of the European Initiative for Energy Security (EIES), an initiative launched in December 2023 by SAFE in the wake of Russia’s invasion of Ukraine. Isabelle has worked in the public policy sphere for almost a decade - in research and public and private sector advisory capacities, spanning all levels of government in the UK and US. Her expertise spans European energy policy, global freight transportation, and masterplanning.

    Isabelle holds a BSc from the University College London and a Masters in Urban Planning from Harvard University. She is fluent in French and Spanish.

  • Peter Flory

    Senior Fellow and Director

    As a senior NATO and Pentagon official, Peter Flory worked with European leaders on a range of security issues and he maintains extensive contacts in Brussels and European capitals. Before joining EIES, he advised the Defense Department, U.S. Navy, and private industry on topics ranging from industrial policy and semiconductors to management and China strategy. He also served as Special Counsel to the Senate Select Committee on Intelligence, and worked in industry as Vice President, International for QinetiQ North America. Peter speaks German and French and holds a J.D. from Georgetown and an Honors B.A. from McGill University.

  • Petya Barzilska

    Policy Lead

    Petya Barzilska is the Policy Lead for EIES, leading policy analysis and research. Petya has a decade of experience in the fields of political risk, energy policy, conflict, and energy transition risks as an analyst, researcher and risk consultant. Prior to joining EIES, Petya was the Sovereign Research Lead at ISS ESG, where she led a team of analysts conducting environmental, social, and governance (ESG) sovereign research for sustainable investment solutions and analyses. She has worked on EU trade, energy and security policy, and the implications of geopolitical events on supply chains and energy transition as part of S&P Global Market Intelligence and IHS Markit, providing analysis for stakeholders in the energy, financial, mining, manufacturing and public sectors.

    Petya holds a Postgraduate Degree in International Financial & Commercial Law and a Master of Arts in European Studies from King’s College London, as well as a Master of Economics and a Bachelor of Economics from the University of National and World Economy.

  • Robbie Diamond

    CEO and Founder, SAFE

    Robbie Diamond is the Founder, President, and CEO of SAFE. SAFE enhances energy security and supports U.S. economic resurgence and resiliency, by advancing transformative transportation and mobility technologies while ensuring that the United States and allies secure key aspects of the technology supply chain.

    Diamond is also the Founder, President, and CEO of the Electrification Coalition, SAFE’s sister organization, which works with consumers, businesses, and policymakers, to launch award-winning “real-world” programs and enable the needed polices to accelerate transportation electrification.

    Diamond earned an Honours Bachelor of Arts from the University of Toronto in Peace and Conflict Studies and Political Science, as well as a Master of Arts in Law and Diplomacy from The Fletcher School. He lives in Washington DC and has three daughters.

  • Ulf Gartzke

    Senior Counselor

    Ulf currently also serves as Managing Partner of Spitzberg Partners, a transatlantic corporate advisory firm. Previously Ulf served as CEO of Brainloop AG, and as Director of the Hanns-Seidel-Foundation’s Washington office, the political foundation for Germany’s CSU party. Ulf has also worked at the World Economic Forum in Geneva and at the World Bank in Paris. He serves on the Supervisory Boards of Brainloop AG in Munich, Mplus Group in Zagreb, and Prudentia Capital in Paris.

    Ulf Gartzke studied at the University of Augsburg, holds advanced degrees from Georgetown University and Sciences Po Paris, a PhD from the London School of Economics and Political Science, and has taught as an adjunct professor at Georgetown University’s School of Foreign Service. Ulf is fluent in German, English, French, and Spanish, and conversational in Italian.

  • Tim Kirstein

    Associate

    Tim Kirstein is an Associate in policy and communications at the European Initiative for Energy Security (EIES). As a public policy analyst with experience in Berlin and Brussels, Tim has developed and implemented strategic communication initiatives at local, national, and supranational levels. Prior to joining EIES, Tim was a Blue Book stagiaire at the European External Action Service, and consultant with Instinctif Partners where he advised industry stakeholders, government ministries, and civil society organisations on energy and security policy, international trade, and development assistance.

    Tim holds a BA in European Studies from Maastricht University and a Master of Science in International Relations from the University of Edinburgh.
